Land and land Concession refers to the process of giving authorization to individuals or juridical entities to operate business with the right to use state land based on the conditions and time limit specified legally in the terms of contract.
In 2004, the Prime Minister issued PM Decree 67 of the National Land Management Agency establishing the National Land Management Authority (NLMA). This decree granted the NLMA the authority to draft law for effective land use and land development2 and to make and manage land records
